<P dir=ltr>　　Official document handling is one of the basic functions of government offices. The document handling efficiency affects administrative efficiency a great deal. In response to the central government’s call for innovation and automation, Directorate General of Budget, Accounting and Statistics DGBAS began its automation process starting 1994 in a bid for better official document management. Accompanying computer technology improvements and operating system upgrade, the ODMS started with DOS version in 1995 and converted to Windows version in 2000. Now the system has been successfully changed to a Web version in 2004 and finished the implement to the subordinated departments of organization.<BR>&nbsp;</P></BLOCKQUOTE>

<P dir=ltr>The ODMS aims at eliminating paper documents in the future. The system achieves a variety of objectives: upgrading official document printing quality, monitoring of official document working flow, strengthening of document management, easy access to archived files and queries, advanced image scanning, and automatic document numbers and barcodes. This system was designed to simplify the official documentary workflow and emphasizes user friendly web page operation and automation archiving procedures. Java and work flow control techniques were used to develop the ODMS, including the eight main functions of Preparatory Office of National Archives R.O.C. The system is ready to incorporate the online authorization procedure via the intranet of AKM (Administration Knowledge management) in the near future. The system is divided into the following 9 categories: General Receipt; Department Operation; Division Operation; Person-in-Charge Operation; Audit Operation; General Delivery; File Handling; Query, Statistics and Overdue Follow-up; and Electronic Exchange.<BR>&nbsp;</P></BLOCKQUOTE>
